The Juvenile Accountability Incentive Block Grant (JAIBG) federal grants program was established in 1998, as a new block grant program designed to promote greater accountability in the juvenile justice system. On April 2, 1998 the State Advisory Council on Juvenile Justice (SACJJ) agreed to serve as the State oversight for Wyoming’s JAIBG allocation.

Wyoming has received the following allocations since 1998:

1998 - $1,482,600
1999 - $1,476,800
2000 - $1,399,100
2001 - $1,453,900
2002 - $1,216,500

JAIBG eligible applicants are local units of government.

Some programs that have been sponsored by JAIBG:
Probation Officers, Electronic Monitoring, Juvenile Diversion Officers, Community Service Programs

Funds are available for the following twelve program purpose areas:

Area 1: The building, expanding, renovating, or operating temporary or permanent juvenile correction or detention facilities, including training of correctional personnel;

Area 2: Developing and administering accountability-based sanctions for juvenile offenders;

Area 3: Hiring additional juvenile judges, probation officers, and court-appointed defenders, and funding pre-trial services for juveniles;

Area 4: Hiring additional prosecutors, so that more cases involving violent juvenile offenders can be prosecuted;

Area 5: Providing funding to enable prosecutors to address drug, gang, and youth violence problems more effectively;

Area 6: Providing funding for technology, equipment, and training to assist prosecutors in identifying and expediting the prosecution of violent juvenile offenders;

Area 7: Provide funding to enable juvenile courts and juvenile probation offices to be more effective and efficient;

Area 8: The establishment of court-based juvenile justice programs that target young firearm offenders;

Area 9: The establishment of drug court programs for juveniles;

Area 10: Establishing and maintaining interagency information-sharing programs that enable the juvenile and criminal justice system, schools, and social services agencies to make more informed decisions;

Area 11: Establishing and maintaining accountability-based programs that work with juvenile offenders who are referred by law enforcement agencies, or which are designed, in cooperation with law enforcement officials, to protect students and school personnel from drug, gang, and youth violence; and;

Area 12: Implementing a policy of controlled substance testing for appropriate categories of juveniles within the juvenile justice system.
